§ 54-78. Wheels to be covered.

Every vehicle operated upon the streets and highways of the city shall, at all times, have the wheels thereof covered by fenders of adequate size to cover the upper one-half portion of the wheel; provided, that truck-tractors which have dual or multiple wheels on the rear thereof, shall not be required to have the rear sets or combinations of wheels so covered.
