On the second Monday in July of odd-numbered years, the Mayor shall appoint one or
two Commissioners, as the case may be, for terms of six years each to succeed those
whose terms are expiring. The members of the Board of Water Commissioners shall each
continue in office until their successors are appointed and qualified. Any vacancy
on the Board shall be filled promptly by appointment by the Mayor. Each appointee
shall be a citizen of the United States, a resident of the City and County of Denver,
and at least 25 years of age. If a member of the Board shall cease to be a resident
of Denver, the individual shall thereupon cease to be a member of the Board.
