Rules and regulations adopted by the Board shall be effective after they shall have
remained posted in a conspicuous public place in the principal business office of
the Board for a period of fifteen calendar days. Whenever immediate application of
a rule or regulation by the Board is necessary for the preservation of the public
peace, health or safety, the Board may so declare, and such rule or regulation shall
thereupon become effective immediately upon being posted as provided in this section.
