The entire cost of the operation and maintenance of the water works system and plant
under the control of the Board shall be paid from monies of the Water Works Fund.
The monies and other assets of the Water Works Fund shall not be used for any purpose
except for the management, operation and maintenance of the water works system and
plant, including additions, extensions and betterments, for recreational opportunities
incidental thereto, and for the payment of interest and principal on bonds and other
obligations, the proceeds of which were or shall be used for water works purposes.
