The Manager of Parks and Recreation (hereinafter called the "Manager") shall be the
officer in full charge and control of the Department, shall devote full time to the
duties of the office, shall be a member of the Mayor's Cabinet, shall be appointed
by the Mayor and shall hold office at the pleasure of the Mayor.
