All applications for permits for the construction of building and private sewers must
be made in writing and signed by the owner of the property to be drained, or an authorized
agent, and must be accompanied by such plans, drawings, easements, rights-of-way,
and other documentation and information as the manager of public works may require
by rule and regulation.
