It shall be unlawful for any person to engage in the business of opening, uncovering
or laying storm or sanitary sewers except as provided in and authorized by this division
and without first having obtained a license from the director of excise and licenses
so to do; provided, however, that a sewer layer licensed under chapter 56, article III, division 2, subdivision II, shall not be required to be a licensed
sewer contractor for laying private or building sewers, and a general contractor licensed
under division 2 of this article shall not be required to be licensed as a sewer contractor.
