§ 49-292. Initiation of proceedings by petition.

The initiation of proceedings for the covering or otherwise protecting of any irrigating ditch or any portion thereof may be, except as provided in this article, by presentation of a petition to the council, which petition shall:
(1)

Describe, in general terms, the irrigating ditch or portion thereof desired to be covered or otherwise protected;

(2)

Specify the boundaries of the special improvement district to be created to bear the expense of the improvement; and

(3)

Be signed by a majority, in area, of the owners in the proposed special improvement district.
