§ 45-102. Application.

  • A person desiring to do business in the City and County of Denver as a secondhand dealer shall make application therefor to the director of excise and licenses, in writing, on forms provided by the director of excise and licenses. The applicant shall further:

    (1)

    Provide proof of approval from the zoning administration, the fire department and the public works department to the director of excise and licenses.

    (2)

    Be of good moral character. In making such determination the director of excise and licenses shall consider:

    a.

    Penal history. All convictions, the reasons therefor, and the demeanor of the applicant subsequent to his release. The director of excise and licenses shall have the authority to require fingerprint checks.

    b.

    License history. The license history of the applicant; whether such person, in previously operating in this or another state under a license has had such license revoked or suspended, the reason therefor, and the demeanor of the applicant subsequent to such action. No application for a secondhand dealer license may be accepted from a person who has had a secondhand dealer license revoked within twelve (12) months of the new application.

    c.

    General personal history. Such other facts relevant to the general personal history of the applicant as he shall find necessary to a fair determination of the eligibility of the applicant.
