§ 2-275. Procedure for naming buildings other than fire houses.

(a)

Buildings other than fire houses and major components of public buildings other than fire houses shall be named by ordinance after a public hearing.

(b)

Buildings other than fire houses and major components of buildings other than fire houses shall only be named for outstanding persons who have been influential in the cultural, political, economical or social life of the community or in recognition of an individual or corporation which has contributed substantial funding for the construction of the public buildings or major component of public buildings. In addition, major components of buildings managed by the director of the division of arts and venues Denver, or other designee of the manager of the department of general services, pursuant to section 2.9.3(E) of the Charter ("theatres and arenas facilities"), may be named in recognition of substantial financial contributions to the city by individuals or entities for the administration, construction, management, maintenance, operation or repair of theatres and arenas facilities.

(c)

Upon the determination that a building is available to be named, the mayor shall advise the manager of the department or the director of the agency responsible for the building to be named. The manager or director shall post a notice on the building or structure to be named for at least thirty (30) days. The notice shall include:

(1)

A statement that names may be submitted and the procedure for doing so;

(2)

The date by which proposals must be submitted;

(3)

A description of the information that shall be included in the proposal;

(4)

A telephone number where additional information may be obtained;

(5)

A statement that all proposals must include a petition signed by at least one hundred (100) residents or business owners in the area, users of the structure, or persons interested or involved in the use of the structure or proposed structure;

(6)

A statement that all proposals must include the information required by paragraphs (d) and (e) below.

(d)

The petition submitted pursuant to paragraph 2-275(c)(5) shall include the names and addresses of all persons who signed the petition and the name and telephone number of the person to be contacted in regard to the proposal.

(e)

The petition submitted pursuant to paragraph 2-275(c)(5) shall include a statement setting forth the rationale and basis for petitioners' support of the proposed name.

(f)

All proposals received in response to a notice and proposals received from the mayor or a council member shall be submitted to the appropriate committee of city council.

(g)

The council committee shall notify the contact person for each proposal of the date, time and location of the committee meeting at which time the naming of the public building shall be considered.

(h)

The council committee shall select a proposal from those submitted and prepare a bill for an ordinance for filing proposing the name.

(i)

Where a major component of a public building, but not the entire building, is to be named, the petitioning procedure set forth in paragraphs 2-275(c)—(h) shall not be required. The manager of the department or director of the agency responsible for the major component may submit a bill for a proposed naming ordinance to the appropriate committee of city council.

(j)

Upon the filing of an ordinance for the naming of a public building or major component thereof, council shall set the matter for a public hearing.
