§ 2-237. Powers and duties.
The powers and duties of the city-school coordinating commission shall be as follows:
(1)
To undertake, on a continuing basis, the study of all possibilities for cooperation between the city and the school district in the development, maintenance and use of facilities authorized to each of them, and to make recommendations for carrying out such joint endeavors as may be feasible;
(2)
To review and be aware of all facilities and programs of the city and the school district that serve the recreational, educational, social and cultural needs of the people of the city in order to make recommendations designed to avoid duplication of expenses and efforts and to provide facilities which can be used by the greatest number of people possible during the maximum periods of time possible;
(3)
To formulate and make recommendations to the mayor, council, superintendent, and board of education and appropriate public or private agencies; such recommendations may include needed policies, changes in present operations, practices or procedures, and proposals for funding consideration and legislative action which are designed to serve the recreational, educational, cultural and social needs of the people of the city;
(4)
To develop joint proposals for federal, state, local and private funds that may be available for joint city-school district programs and activities;
(5)
To study alternative financing mechanisms that may be available for the purposes of joint city-school district programs and activities;
(6)
To establish a list of priority joint city-school district improvements that shall be transmitted to the mayor, city council, and board of education.
