§ 2-97. Impact on the public.
Each adopting authority shall determine, to the extent reasonably practicable, the impact of the proposed rule on the public, including a determination as to what groups of people are likely to be affected by a particular rule and how they will be affected by the rule. Groups such as registered neighborhood organizations or industry or trade associations who are likely to be affected, in the judgment of the adopting authority, shall be notified of proposed rules at the time notice of the proposed rule is published. If commercial businesses are to be affected, the adopting authority shall, at the time of the initial publication of notice of proposed rule-making, send proposed rules to the mayor's office of regulatory reform. The adopting authority shall consider methods for minimizing the impact of regulatory compliance on all parties. When practicable, regulations shall be structured in such a way as to simplify compliance for smaller businesses.
