§ 15-71. Procedures.

  • (a)

    Within the same precinct. Changes from one residence within a precinct to another residence in the same precinct may be made on the day of any municipal election by any judge of election at the polling place. The judge of election shall enter the change of address on special forms as provided by the clerk and recorder and shall sign the same.

    (b)

    Within the City and County of Denver.

    (1)

    Any registered elector who moves from the precinct in which he is registered to some other precinct within the city after the time during which registration is permitted may return to his precinct of registration and vote on the day of any municipal election upon making an oath as to his present residence and signing a change of residence form. Any judge of election authorizing such change shall sign his name on the form. Such form shall include a printed statement of the penalty for anyone who votes pursuant to the provisions of this paragraph (b)(1) by knowingly giving false information, and such statement shall also be read to any registered elector by the judge of election who shall sign the change of residence form.

    (2)

    During the period commencing five (5) business days prior to a municipal election, and on the day of the election, any registered elector in the city whose address has changed to another residence in the city may record such change of address with the clerk and recorder, according to the following procedure:

    a.

    The elector shall appear in person at the central office of the clerk and recorder and shall submit an affidavit for change of address;

    b.

    Upon receipt of the affidavit, the commission shall verify the registration of said elector and shall, upon verification, issue or authorize the issuance of a certificate of registration for the precinct in which the new address is located;

    c.

    The certificate shall show the name of said elector and his former address, date of birth, original date of registration, political affiliation or nonaffiliation, and new address; and

    d.

    At the precinct in which the new address is located, the judges of election shall treat the certification as a registration page; shall allow said elector to vote; shall enter the date of the election and pollbook ballot number on the certificate; and shall return the certificate with the registration book to the clerk and recorder after the election.
